3225 CEDAR STREET LOCATION
Everett Transit currently operates from this location. The agency controls 2.2 acres and shares another 2+ acres in the Everett Public Works facility. Portions of the fleet are also parked on the street and on nearby lots that Everett Transit owns. The concept plan for this location is shown below.
Location
- The property is zoned Light Industrial – Mixed Use. A new transit MOAB is allowed through administration approvals with the City.
- The property is approximately 7.0 acres with 2.2 acres belonging to the current MOAB operation. This size assumes portions of 32nd Street and Cedar Street will be vacated. The current design provides for Everett Transit’s desired MOAB program. It will accommodate program growth for 60 buses and 40 paratransit vehicles but has limited space for bus downline parking. Existing nearby lots owned by Everett Transit could be developed for additional bus downline parking.
- The Cedar Street location has a shorter ‘deadhead return’ from route termini than the EPIC location, but a longer return than the South 3rd Avenue location.
- Snohomish County Assessor taxable value is $12.74/square foot for Public Works parcels. Right of way vacation will also require compensation to the City.
- The Cedar Street property is flat and fully developed. Construction phasing will be problematic as Everett Transit would need temporary facilities during construction, requiring a ‘double move’ (moving once into temporary facilities, then again into the completed MOAB).
- The Cedar Street property is isolated from residential neighborhoods. Future light rail station area planning may identify transit-oriented development near this location. Buses could conflict with guest and service traffic at the adjacent Delta Hotel.
Encumbrances
- There are no critical area encumbrances at the property.
- The location is accessible and near the I-5 corridor.
- There are no easement limitations.
- Industrial facilities may not be the highest and best use for this property.
- The property is known to be contaminated and will require remediation as part of development.
Operations
- The Cedar Street location has very low functionality and would require downline buses to park south of 33rd Street.
- It does provide sufficient parking for employees and visitors.
- Delivery vehicle access to the property for vehicle parts, fueling, and support functions is limited by available space.
- Utility capacity, including electricity and additional utility service for Battery Electric Buses (BEBs), sanitary, water, gas, stormwater, and fiber infrastructure are in place.
- The Cedar Steet location will have multi-fuel capabilities, including gas and diesel, BEB charging systems, and capacity for future hydrogen fuels. The maintenance facility and portions of the administrative spaces will have emergency generators. Roof-mounted solar panels could add to the facility resiliency.
- The relative cost to build is very high. ET will need to secure temporary charging and maintenance facilities. There will be extensive site demolition of two buildings and contaminated soil will need to be remediated.
