4001 RAILWAY AVENUE — EPIC Location

The Everett Point Industrial Center (EPIC) is located east of East Marine View Drive on former Snohomish River floodplain. This location is about 8.7 acres and adjacent to the future Everett Public Works facility.

  • Location

    • The property is zoned Urban Industrial, and the MOAB is an allowed use. It is owned by the City.
    • The location is approximately 8.7 acres. It will accommodate program growth for 60 buses and 40 paratransit vehicles. 
    • The EPIC location has a longer ‘deadhead return’ for buses from route termini than the other two alternatives. 
    • Snohomish County Assessor taxable value is $4.10/square foot. Considering that available industrial land is at a premium in Everett, the final purchase price could be closer to $10.00 to $12.00/square foot.  
    • The EPIC property is flat and undeveloped, making it very buildable. 
    • The EPIC property is isolated from residential neighborhoods and lies approximately 30 feet to 50 feet below the elevation of the East Marine View Drive neighborhood. 
  • Encumbrances

    • The EPIC location is former floodplain. However, the City has filled the broader EPIC site and is in the process of obtaining a floodplain map revision from FEMA. The property is also along the Snohomish River Shoreline, which will require Everett Transit to develop public access as part of the project. The area is also susceptible to liquefaction during seismic events. Special engineering requirements will be needed. The City identifies no other critical areas on the property. 
    • The current access to the EPIC property is via an at-grade crossing of a BNSF rail line, which does not support effective transit operations. The City is designing a new grade-separated crossing and anticipates bridge construction between 2030 and 2034, which would greatly improve the accessibility for buses, employees, and visitors.
    • There are no easement limitations; however, the City will be moving its Public Works operations to the EPIC property.  This will require close coordination between Everett Transit and Public Works on site planning and phasing. 
    • Industrial facilities are the highest and best use for EPIC property.   
    • There is no known environmental contamination. 
  • Operations

    • The EPIC location has high functionality. 
    • It provides sufficient vehicle parking for employees and visitors. 
    • Delivery vehicles for vehicle parts, fueling, and support functions will be able to access the property. 
    • Development of the EPIC location will require improved utility capacity, including electricity and additional utility service for Battery Electric Buses (BEBs), and extending existing sanitary, water, gas, stormwater and fiber infrastructure.
    • The EPIC location will provide multi-fuel capabilities including gas and diesel, BEB charging systems, and future hydrogen fueling. This diversity will provide resiliency for transit operations. The maintenance facility and portions of the administrative spaces will have emergency generators. Solar panels could be installed on rooftops to improve resiliency. 
    • Relative cost to build is low. There is no demolition; the site is raw land with no environmental remediation required. ET will be responsible for improving access along and extending east from Railroad Avenue.
